It isn’t. You have to be a guest of the resort. They do not have day passes for pools, or everyone would be at Stormalong Bay or Poly lol. The only resort you can buy a day pass for is the Grand Floridian due to the Spa. The official rule is that you can only use the pool at the resort where you’re staying, and Disney actually enforces it.
